Through its growing institutional relations with the Organization of Security and Cooperation in Europe (OSCE), the OTS generating added value to the development and prosperity of Eurasia. 

The Secretariat of the OTS was represented at the OSCE Ministerial Council meetings in Belgrade in 2015, in Hamburg in 2016, in Vienna in 2017 and in Milan in 2018.  During these meetings, the common practice according to which the Member State assuming the OTS Chairman-in-Office voices the joint expectations to further enhance the relations between the Council and the OSCE continued.

On the margins of his visit to Vienna to address the OSCE Permanent Council, upon the invitation of OSCE Serbian Chairmanship, Former Secretary General Ramil Hasanov met with Lamberto Zannier, then OSCE Secretary General on 21 July 2015 at the OSCE Headquarters. Moreover, Mr. Hasanov addressed the OSCE Permanent Council on 23 July 2015. In his address, noting that 2015 marks the 40th anniversary of the Helsinki Final Act, he underlined his firm belief that there is room to develop collaboration in all three dimensions of the OSCE between the two organizations and highlighted that such a development would be beneficial for the entire OSCE geography.

The Secretariat also attended the OSCE Asian Conference on the Changing Global Security Environment and Visions of Multilateral Security Co-operation in Asia held on 1-2 June 2015 in Seoul.  The Secretariat also participated in “OSCE Security Days” focusing on migration and security held on 4 March 2016 at the premises of the Ministry of Foreign Affairs and International Cooperation of Italy.

As a sign of solid cooperation between the two organizations, the youth representative and an expert of the OSCE participated in the international conference on the Role of Youth in Preventing and Countering Violent Extremism, co-organized by the Turkic Council and the UNAOC. The said event also contributed to “the OSCE United in Countering Extremism” campaign.

The Secretariat attended the 2016 OSCE Asian Conference on Strengthening Comprehensive Security on 6-7 June 2016 in Bangkok; the OSCE Security Days focusing on migration and security on 4 March 2016 in Rome; and the OSCE business conference Connectivity for Commerce and Investment on 18-19 May 2016 in Berlin. Furthermore, Anna-Katharina Deininger, Special Representative of the OSCE Chairmanship-in-Office on Youth and Security participated in the GSSD EXPO 2017 held on 27-30 November 2017 in Antalya as the guest of the OTS.

Upon the invitation of the Italian Chairmanship of the Organization for Security and Cooperation in Europe (OSCE), Secretary General H.E.Baghdad Amreyev participated in the 25th OSCE Ministerial Council meeting in Milan in 2018. Minister of Foreign Affairs of the Kyrgyz Republic H.E. Mr. Chingiz Aidarbekov, in its capacity as the current Chairman-in-Office of the Turkic Council in his speech also voiced the joint expectations of the Member States to further enhance the relations between the OTS and the OSCE.

Secretariat also attended “2019 OSCE Asian Conference” co-hosted by the Ministry of Foreign Affairs of Japan and the Organization for Security and Co-operation in Europe (OSCE) in Tokyo, Japan on 2-3 September 2019.

In December 2019 and 2021 Secretary General Baghdad Amreyev attended the OSCE Ministerial Councils held in Bratislava and in Stockholm as the special guest of the OSCE Chairmanship. 

At the Ministerial meeting in Stockholm, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan Mukhtar Tileuberdi, Minister of Foreign Affairs of Kyrgyz Republic Ruslan Kazakbayev, Minister of Foreign Affairs of the Republic of Turkey Mevlüt Çavuşoğlu and Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov respectively addressed the audience regarding the OSCE agenda.

Minister Mevlüt Çavuşoğlu, in his capacity representing the current Chairman-in-Office of the Organization of Turkic States, also underlined that the active participation of the Organization of Turkic States as a regional organization for comprehensive cooperation in the work of the OSCE will contribute to the attainment of the common goals shared by the two organizations.

The OTS and OSCE Secretaries General met on the margins of the Antalya Diplomacy Forum on 11 March 2022 upon the initiative of the OSCE side. At the meeting, Parties exchanged views on the latest developments in the region, particularly in Ukraine, repercussions of the sanctions posed by the Western countries, its economic implications as well as reflections in the regional and international level. Parties also raised their concerns on the security and refugee dimension in regard to the military situation in Ukraine and possible ways in relieving the negative effects to the OTS Member States and to the region.

Latest meeting between the Secretaries General of two Organizations took place in Vienna on 31 March 2023. OTS Secretary General briefed his counterpart on the latest developments within the Turkic world and expressed the readiness of the OTS to develop institutional relations with the OSCE in various fields of interaction, especially on energy, climate change and connectivity issues. OSCE Secretary General noted that the OSCE is closely following the developments in the region and the OSCE is also interested in cooperation with regional organizations. In this context, the parties underlined their overlapping purposes and discussed the possible avenues of cooperation between the two Organizations. The parties further exchanged views on the relevant security issues high on the regional and global agenda.
