5th Meeting of the Ministers of Energy of the OTS convened in Istanbul

The 5th Meeting of the Ministers in charge of Energy of the Organization of Turkic States (OTS) was convened on 10 December 2025 in Istanbul. 

Ministers in charge of Energy and high-level officials of the OTS Member States and Observers, as well as H.E. Kubanychbek Omuraliev, Secretary General of the OTS took part in the meeting. 

Touching upon the fact that the Member States and Observers of the OTS represent a critical supply potential for both fossil fuels and clean energy, and constitute a strategically vital bridge between Asia and Europe, the Ministers and the Secretary General underscored that tangible cooperation among the OTS countries is no longer an option but a vital necessity in the face of rising energy demand, evolving energy markets, and the accelerating global transition.

Mentioning the critical importance of energy security and strategic interconnection, the Ministers emphasized that integrated networks of pipelines, power grids, storage, and transport are indispensable to ensuring stable supply, facilitating trade, supporting economic growth, and strengthening geopolitical resilience in the Turkic geography.
Secretary General stressed that the growing intra-OTS initiatives such as the existing and developing frameworks for intergovernmental cooperation on oil and gas (BTC, BTE, South Caucasus Pipeline, TANAP, TAP, Iğdır-Nakhchivan gas pipeline); Strategic Partnership between Azerbaijan, Kazakhstan, and Uzbekistan in the field of Development and Transmission of Green Energy; Azerbaijan-Georgia-Türkiye-Bulgaria Green Energy Corridor aimed at prolonging the Central Asia–Azerbaijan Green Energy Corridor for exports to Europe; the Kambarata-1 Hydropower Plant; and the Black Sea Submarine Cable for renewable energy exports, strengthen not only the economies of the OTS countries but also the energy security of other regions.

Ministers agreed to carry forward the initiatives developed within the OTS framework such as; implementation of the OTS Program on Energy Cooperation for 2023-2027 and its Action Plan; utilization of the Energy Coordination Council at Deputy Minister-level; utilization of the sub-Working Groups on specific areas; establishment of the Regional Center for Technologies and Green Initiatives under the OTS, and organization of training programs and professional development activities for energy specialists, among others, which are critical to strengthen the foundations of long-term cooperation among the OTS countries.

The Parties agreed to hold the 6th meeting of the Ministers in charge of the OTS in Uzbekistan in 2026.
