Cooperation among the Ministries of Justice
The 1st Meeting of the Ministers of Justice of the OTS was held in September 2024 in Astana.
The parties signed Astana Declaration during the meeting, which laid down the directions of the cooperation in the field of law and justice among the OTS Member States within the mechanism.
Fostering cooperation among the Ministries of Justice was decided upon in the OTS Strategy for 2022-2026 for implementation of the Turkic World Vision – 2040.
Cooperation among the Ministries of Interior/Internal Affairs
The 1st Meeting of the Ministers of Interior/Internal Affairs was held in September 2024 in Cholpon-Ata.
During the Meeting, the Ministers declared their determination to deepen cooperation in fight against crime, including terrorism, extremism, cybercrime, illicit production and trafficking in narcotic and psychotropic substances and their precursors, irregular migration, human trafficking, migrant smuggling, trafficking in organs etc., as well as to exchange information, including on criminal cases in the areas of security, fight against crime, and in the search for criminals.
Cooperation within the Conference of High Courts
The 1st Meeting of the Chief Justices of the High Courts of the Member and Observer States of the OTS was held on the initiative of the Supreme Court of the Republic of Azerbaijan in October 2023 in Shusha.
During the Meeting, the Chief Justices of the High Courts of the Member and Observer States signed Shusha Declaration on the Establishment of the Conference of the High Courts of the Member and Observer States.
The aim of the Conference is exchange of views, best practices and ideas, as well as discussing issues of common interest in the judicial system and court administration.
Cooperation among the Prosecutor General’s Offices
The mechanism of cooperation among the Prosecutor General’s Offices of the Member States was established in 2021 during the 1st Meeting of the Prosecutors General of the OTS Member States in Baku.
The aim of the mechanism is exchange of information, cooperation on requests for legal assistance, holding regular meetings and consultations, as well as joint training on changes in the legislations.
The 2nd Meeting of the Prosecutors General was held in 2023 in Ankara and the 3rd Meeting was held in 2024 in Bishkek.
Cooperation among the Councils of Judges
The 1st Meeting of the Judicial Councils was held in 2015 in Istanbul.
On the initiative of the Councils of Judges of the Republic of Türkiye, the 2nd Meeting of the Presidents of the Councils of Judges of the Member and Observer States was held in May 2024 in Istanbul. During the meeting, the parties signed Declaration which set up a framework for further institutionalization and development of this cooperation mechanism.
The mechanism serves strengthening rule of law, impartial and independent judiciary by fostering cooperation among the Councils of Judges of the Member and Observer States of the OTS.
Cooperation within the Turkic Judicial Training Network
The Member and Observer States of the OTS established the Turkic Judicial Training Network (TJTN) on the basis of the Memorandum of Understanding on the TJTN signed in 2022 in Istanbul. The TJTN is the network of Turkic judicial academies and institutions which provide training for judges, prosecutors and candidate/assistance judges and prosecutors in the Member and Observer States.
During 2023, on the initiative of the Justice Academy of the Republic of Türkiye, 1st and 2nd online meetings of the TJTN, as well as Kurultai on Cybercrime of the TJTN and International Kurultai on Turkic Legal History were held in Bursa and in Ankara respectively.
The International Conference on Digitalization and Integration in Law Enforcement Practice of the Turkic States was held within the framework of the TJTN in June 2024 in Baku.
Cooperation within the Union of Notaries
Memorandum of Understanding on the Establishment of the Union of Notaries of the Turkic World was signed in October 2023 in Ankara.
The Memorandum of Understanding aims to develop and expand the scope of mutual cooperation in the field of profession of notary.
