As stated in “Turkic World 2040 Vision” document, which was adopted by the Heads of State at the Istanbul Summit 2021, strengthening human resources and institutional capacities between Member and Observer States is among the areas of cooperation the Organization of Turkic States should prioritize.
Objectives
The “Turkic World 2040 Vision” document, which was adopted by the Heads of State at the Istanbul Summit 2021, states that strengthening human resources and institutional capacities between Member States and Observers is among the areas of cooperation the Organization of Turkic States should prioritize.
Prioritizing human resources cooperation aligns with the long-term strategic goals of our Organization. It is key to driving sustainable economic growth, fostering social and cultural integration, addressing demographic challenges, and strengthening both institutional capacities and regional cooperation. By focusing on developing and leveraging the human capital of its Member States and Observers, the OTS can ensure a prosperous and unified future for the Turkic world.
Mechanisms
Through various mechanisms such as regular meetings of the Heads of Agencies Responsible for the Development of Human Resources of the OTS, Working Group meetings and various events, the OTS puts effort in developing the human resources cooperation as it was outlined in the "Turkic World Vision - 2040".
Ministerial Meetings
- The 1st Meeting of the Heads of Agencies Responsible for the Development of Human Resources of the OTS held on 28-29 July 2022 in Istanbul with the participation of the heads of relevant agencies and academies of the OTS Member States and Observers.
- The 2nd Meeting of the Heads of Agencies Responsible for the Development of Human Resources of the OTS held on 23 October 2023 in Samarkand, the Republic of Uzbekistan.
- At the meeting, the Turkish side suggested the establishment of the Turkic World Human Resources Development Institute under the umbrella of the OTS, which will follow the developments in the field of human resources.
- The 3rd Meeting of the Heads of Agencies Responsible for the Development of Human Resources of the OTS held on 21 June 2024 in Astana, Kazakhstan.
- The 4th Meeting of the Heads of Agencies Responsible for the Development of Human Resources of the OTS is expected to be held in 2025, in Kyrgyzstan.
Working Group meetings
As the outcome of the 1st OTS Meeting of the Heads of Agencies Responsible for the Development of Human Resources of the OTS, during the period of February – June 2023, the OTS Secretariat and Human Resources Office of the Presidency of the Republic of Türkiye organized several online Working group meetings on following topics: 1) Public Employee Training and Development Activities 2) Talent Management 3) Human Analytics and 4) Digital HR Platforms.
Working Group meetings aimed to improve the professional skills of public institutions and strengthen institutional capacities of the OTS countries in providing good management and civil service. At the same time, these steps helped intensify efforts to enable the public sector in Member States to act more synchronized with each other, and to increase the capacity of public personnel.

Through a series of ministerial and working group meetings, the OTS has established a collaborative framework to enhance the development of human resources across Member States and Observers. These initiatives have not only strengthened institutional capacities and professional skills, but have also laid the groundwork for future advancements, including the proposed establishment of the Turkic World Human Resources Development Institute. By continuing to focus on these efforts, the OTS is poised to foster a more integrated, efficient, and prosperous future for the Turkic world.
