The Extraordinary Summit of the Organization of Turkic States, upon the initiative of the Republic of Azerbaijan, was held in Ankara on 16 March 2023 on the theme of “Disaster-Emergency Management and Humanitarian Assistance.”
Hosted by H.E. Recep Tayyip Erdoğan, President of the Republic of Türkiye, and chaired by H.E. Shavkat Mirziyoyev, President of the Republic of Uzbekistan, the Summit was attended by H.E. Ilham Aliyev, President of the Republic of Azerbaijan, H.E. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, H.E. Sadyr Zhaparov, President of the Kyrgyz Republic, , H.E. Gurbanguly Berdimuhamedov, National Leader of the Turkmen People and Chairman of the Halk Maslakhaty of Turkmenistan, H.E. Viktor Orbán, Prime Minister of Hungary, H.E. Ersin Tatar, President of the Turkish Republic of Northern Cyprus, as well as H.E. Kubanychbek Omuraliev, Secretary General of the OTS.
The Members of the OTS Council of Elders headed by H.E Binali Yıldırım, as well as the Presidents and Secretaries General of the Turkic Cooperation Organizations also attended the meeting.
Dedicated to the theme of “Disaster-Emergency Management and Humanitarian Aid” the Summit constituted a high-level platform for the discussion of the extraordinary agenda of the Organization emerged due to the recent earthquake disaster happened in southern and southeastern regions of Türkiye
Within the framework of the Summit program, a minute silence was held in memory of those who lost their lives in the earthquake disaster.
The great solidarity shown by the OTS Member and Observer States in mobilizing a helping hand to Türkiye right after this disaster with the search and rescue teams and humanitarian aid was underlined with appreciation. The Leaders also applauded the devoted search and rescue operations carried out in the wake of the disaster by emergency response teams deployed by Member and Observer States.
OTS Heads of State and Government reiterated their condolences to the Turkish people for the devastating earthquakes that killed thousands of people and caused heavy destruction. They expressed solidarity with the Government of the Republic of Türkiye in the recovery and reconstruction efforts in the aftermath of the earthquakes.
Parties also agreed to strengthen cooperation among national disaster management authorities of the OTS to address needs in an effective, coordinated, and timely manner in case of possible disasters and emergencies, and instructed in this regard the relevant authorities to conclude the Agreement on the Establishment of the Civil Protection Mechanism of the Organization of Turkic States by the 10th Summit of the Organization of Turkic States in Turkistan, the Republic of Kazakhstan.
At the end of the Summit program, the Ankara Declaration was signed by the OTS Leaders.
