The first meeting of the Organization of Turkic States (OTS) on Human Resources organized by the Presidency of Türkiye Human Resources Office and Organization of Turkic States (OTS) was held on 28-29 July 2022 in Istanbul with the participation of the heads of relevant agencies and academies of the Member and Observer States for public administration.
The meeting was hosted by the President of the Presidency of the Republic of Türkiye Human Resources Office, Assoc. Prof. Salim Atay and attended by the Secretary General of the OTS, Baghdad Amreyev and attended by Rector of the Academy of Public Administration under the President of the Republic of Azerbaijan, Urkhan Alakbarov; Chairperson of the State Students Admission Commission of Azerbaijan, Maleyka Abbaszadeh; Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan Yerlan Abil; Rector of the Academy of Administration under the President of the Kyrgyz Republic, Almazbek Akmataliyev; Rector of the Academy of Public Administration under the President of the Republic of Uzbekistan, Adkham Bekmuradov; and Head of International Office of the State Service University of Hungary, BernadettAntal. Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, Darkhan Zhazykbayev; and Director of the State Agency for Civil Service and Local Government Affairs of the Kyrgyz Republic, Elchibek Dzhantayevaddressed the meeting with a video message.
In his statement, Secretary General Amreyev welcomed underlined the significance of the cooperation in the field of “human resources” and noted that this important sphere can contribute to improving the professional skills of public servants and strengthening institutional capacities in providing good governance and public service in the OTS Member and Observer States.
B. Amreyev pointed out that although bilateral relations have been established between the institutions of the OTS Member and Observer States in the context of strengthening human resources and institutional infrastructure, it is very valuable tocarry this important field forward to a multilateral platform in line with the goals outlines in the Turkic World Vision 2040 in areas of common interest such as economy, tourism, information, communication technologies, agriculture and health.
President of the Presidency of the Republic of Türkiye Human Resources Office, Assoc. Prof. Salim Atay, in his address, shared with participants the information on the evolution of human resources management in the country and on the role that the Office plays in transforming human resources management policy and developing necessary instruments and digital solutions. Emphasizing that the Office attaches utmost importance to cooperation with the relevant agencies and institutions of the OTS Member and Observer States he expressed hope that with joint efforts of the Parties and the involvement of relevant stakeholders to these efforts, human resources management as a key area particularly in public administration of the Turkic countries would be further developed in the upcoming period.
During the meeting, participating agencies and academies presented their activities, exchange their experiences on specific issues of mutual interest, including management of human resources and training, talent development, evaluation methods, information technologies, and digital solutions; and got acquainted with best practices and innovative approaches in these areas.
The Parties agreed on several measures that could be implemented jointly by the OTS States and adopting on an action plan that could include signing of a memorandum of understanding laying out the main directions of future cooperation, formation of thematic working groups, organization of experience sharing programs as well as launch of a prestigious and comprehensive training program for today’s young talented bureaucrats of the OTS Member and Observer States.
