Hosted by the State Committee on Work with Diaspora of the Republic of Azerbaijan, the Heads of State Institutions in Charge of Diaspora Affairs gathered on the occasion of the International Baku/Shusha Diaspora Forum of the Heads of State Institutions in Charge of Diaspora Affairs of the Organization of Turkic States (OTS) in Baku and Shusha on 20-21 December 2022.
During the Forum, Heads of Delegations and the Secretariat of the OTS held discussions on various important agenda items, covering the current state of the diasporas of the Member and Observer States; the efforts of the Diaspora Institutions of the Member and Observer States to develop cooperation and coordination with their diasporas; the ways to enhance coordination and cooperation among the Diaspora Institutions of the OTS countries and among the Turkic diasporas; views and proposals to enhance the efficiency of the diaspora training programs; the organization of the OTS 1st Diaspora Youth Forum, as well as on ways to ensure increasing participation of Turkic diaspora representatives at the youth, economic, and academic initiatives of the OTS (such as youth camps, festivals, entrepreneurs forums, business forums, activities of the Turkic University Union, among others).
On the occasion of the Forum, Member States inked bilateral Memoranda of Understanding to enhance their bilateral cooperation in the field of diaspora.
On the second day of the program, the High-Level Diaspora Representatives and the OTS Secretariat delegation visited Shusha where they held in-depth discussions on the “Diaspora Joint Activity Plan of the OTS for the year 2023”, activities planned to take place in Shusha in its capacity as the “Cultural Capital of the Turkic World in 2023”, issues of mutual regulation and coordination of diaspora activities in OTS countries, as well as conducted on-site inspections of the ongoing restoration and construction works in the city.
During the meeting in Shusha, the Secretariat provided detailed information to the diaspora representatives of the Member and Observer States about the decisions of the Heads of State with respect to diaspora cooperation reflected in the Samarkand Summit Declaration, points they underlined in their addresses during the Summit, as well as stipulated in the Turkic World Vision-2040 and OTS Strategy 2022-2026 documents. The Secretariat also coordinated the discussions of the Parties about the “Diaspora Joint Activity Plan of the OTS for the year 2023”.
