Deputy Secretary General of the Organziation of Turic States Dr. Omer Kocaman participated in the 27th Meeting of the Council of Ministers of the Economic Cooperation Organization (ECO) held on 10 October 2023 in Shusha under the charimanship of teh Republic of Azerbaijan.
The meeting was hosted and chaired by the Minister of Foreign Affairs of the Republic of Azerbaijan, H.E. Jeyhun Bayramov and attended by Ministers of Foreign Affaiors of the ECO Member States. The Minister of Foreign Affairs of the Turkish Cypriot State and the Deputy Secretary General of the Organization of Turkic States also participated in the meeting as observers, as well as the Secretary General of CICA as international partner organization.
Minister of Foreign Affairs of the Republic of Azerbaijan, H.E. Jeyhun Bayramov during his opening speech, highlighted the ongoing initiatives to strengthen the Organization's cooperation with other regional and international platforms. It was noted that Azerbaijan is interested in strengthening cooperation in various fields and hosting two specialized institutes of the Organization – “ECO Energy Centre” and “ECO Research Centre”. Speaking about the current situation in the region and the realities of the post-conflict period, Minister Ceyhun Bayramov stressed that Azerbaijan is determined not to miss the historic opportunity of peace and reintegration in the region, to promote the program of normalization of relations between Azerbaijan and Armenia, as well as the process of reintegration of Armenian residents living in Karabakh region.
In his speech, as an observer organzaition to the ECO, Deputy Secretary General O. Kocaman, emphasized the role of OTS in the region trough enhanced sectoral cooperation and number of signed agreements in various fields of cooperation.
Referring to the cooperation with ECO, Dr. Kocaman noted that the establishment of cooperation with ECO has provided both sides with an opportunity to promote common interests and to act together to contribute to regional development as well as to effectively address common challenges with a spirit of regional ownership.
He highlighted the most promising areas where OTS sees the greatest potential for mutually beneficial cooperation, and added that future activities and areas of the joint cooperation are included in the joint "Work Program 2023-2024", which will positively contribute to the regional development.
The Ministers and high level participants expressed the importance of boosting trade and strengthening connectivity in the ECO region and adopted the “Shusha Declaration” which focuses on enhanced regional cooperation among ECO Member States.
