Press Release of the Fifth Summit of the Turkic Council
The Fifth Summit of the Cooperation Council of Turkic Speaking States (Turkic Council), established as an international organization with the Nakhchivan Agreement signed among Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey in 2009, was hosted by H.E. Nursultan Nazarbayev, President of the Republic of Kazakhstan on 11 September 2015 in Astana with the theme of “Cooperation in Media and Information”.  H.E. Ilham Aliyev, President of the Republic of Azerbaijan, H.E. Almazbek Atambaev, President of the Kyrgyz Republic, and H.E. İsmet Yılmaz, Speaker of the Grand National Assembly of Turkey honoured the Summit whereas H.E. Sapardurdı Toyliyev, Deputy Prime Minister of Turkmenistan participated as guest of  the Host.

Before the Summit, Foreign Ministers of the Member States agreed on the establishment of Center of Nomadic Civilization in Bishkek as a new affiliated organization of the Turkic Council. At the signing ceremony held in the morning of 11 September 2015, Foreign Ministers signed the complementary documents of the Turkic Academy, the Turkic Culture and Heritage Foundation and the Center of Nomadic Civilization and took an important step for the institutionalization of these organizations. 

At the Summit where the Ministers in charge of Media and Information of the Members States also participated, the Heads of State signed the Summit Declaration of the 5th Summit of the Turkic Council. In this framework, they welcomed the Joint Cooperation Protocol on Media and Information signed among the Member States of the Turkic Council and the Memorandum of Understanding for Cooperation among Official News Agencies and National TV Channels of the Member States. The Heads of State encouraged the establishment of the International Turkic News Channel and appreciated activities performed in the field of economy, including organization of business forums, during the last year. Regarding the tourism cooperation, the Heads of State instructed the relevant institutions of the Member States to work towards realization of the Turkic Council Modern Silk Road Joint Tour Package, which was presented by the Secretary General of the Turkic Council during the Summit with a CD and brochure.

The will of the Heads of State for furthering cooperation in transport and customs along the Member States was also reflected in the Summit Declaration. Moreover, Heads of State mentioned the necessity to complete soon the work on the common history book prepared by the Turkic Academy as well as to accelerate the preparation of other common books in geography and literature. They welcomed the activities carried out in youth and sports and emphasized the importance of opening of the Turkic Council Diaspora Center in Kyiv. They also appreciated the momentum gained over the last year by the Turkic Council in its relations with other regional and international organizations. In this context, the Heads of State called the Turkic Council, which is an observer in the Economic Cooperation Organisation (ECO),for deepening relations with the Organisation for Security and Cooperation in Europe (OSCE), the Istanbul Process on Afghanistan, the Organization of Islamic Cooperation (OIC) and the United Nations (UN). They welcomed the memoranda of understanding signed between the Turkic Council and World Customs Organization (WCO), UN World Tourism Organization (UNWTO) and the International Centre for Sport Security. Moreover, they expressed their support for meetings to be co-hosted with the United Nations Development Programme for Europe and CIS Centre and other specialized agencies of the UN. Turkic Council Secretary General Ambassador Ramil Hasanov presented a comprehensive report on the activities of the Council first to the Council of Foreign Ministers and then to the Heads of State.  In his report, Secretary General underlined that deepening ties in various areas among the Member States as well as strengthening relations of the Turkic Council with other international organizations contributes to the regional and global cooperation. In this regard, Secretary General Hasanov presented his gratitude to the Heads of State for their valuable support. He also congratulated Kazakhstan for the 550th anniversary of the Kazakh Khanate. At the Summit, appointments of Dr. Ömer Kocaman as Deputy Secretary General of the Turkic Council and  Ms. Günay Afandiyeva as President of the Turkic Culture and Heritage Foundation were approved by the Decision signed by the Heads of State. After the meeting of the Heads of States, an official dinner hosted by H.E .Nursultan Nazarbayev, President of the Republic of Kazakhstan, in the honor of heads of delegations will take place and the Summit will be concluded with the celebrations of the 550th anniversary of the Kazakh Khanate.
