On 4 September 2025 H.E. Ambassador Kubanychbek Omuraliev, the Secretary General of the Organization of Turkic States (OTS), delivered a keynote speech at the 1st Meeting of the Turkic Green Finance Council.

In his address, Ambassador Omuraliev welcomed participants and marked the gathering as a key step toward aligning regional finance with sustainable development goals. He referred to the prior agreement that created the Council, acknowledged national and regional progress, and noted growing economic cooperation. He highlighted ongoing initiatives to deepen integration, support investment, and advance digital and green finance. Ambassador informed that Council is aimed at turning policy into practical projects, and that the meeting’s outcomes will set out next steps to strengthen collaboration for a more resilient, low‑carbon future.

Organized by Astana International Finance Center within the Astana Finance Days 2025 forum, the inaugural meeting gathered heads and representatives of financial regulators, ministries of economy and finance, as well as stock exchanges from OTS Member States and Observers. The aim of the event was to discuss the development of green and sustainable finance in the OTS region and to work out further steps and proposals to build capacity, develop a portfolio of joint projects, and enhance regional cooperation.

At the end of the meeting the sides signed a Communiqué affirming their commitment to sustainable green development guided by the principles of the Turkic Green Vision, as well as further development cooperation in the area of green finance.

The Memorandum of Understanding on Establishment of the Turkic Green Finance Council of the Member States of the Organization of Turkic States was signed on 6 November 2024 on the margins of the Bishkek Summit of OTS. Main aim of the Council is to develop the green capital market for implementation of joint projects related to green technologies in OTS Member States.
