The 4th Meeting of the Heads of Agencies responsible for the development of Human Resources of the Member States of the Organization of Turkic States (OTS) was held on 18 July 2025 in Issyk-Kul, Kyrgyz Republic.

The meeting was hosted by the State Agency for Civil Service and Local Self-Government under the Cabinet of Ministers of the Kyrgyz Republic, currently holding the chairmanship at the OTS.

The meeting brought together the heads of Agencies responsible for the human resources development, as well as the high-level representatives of the Academies of public administration from the OTS Member States, and the Secretary General of the OTS.

Secretary General emphasized that development of human capital remains a cornerstone of the cooperation, and investment in human resources is of vital importance for the development of the Turkic region.  

The outcomes of the meeting are expected to contribute to further enhancing institutional collaboration among the OTS Member States and promoting a modern, professional, and citizen-oriented civil service system across the Turkic world.
