The meeting was hosted by the Turkic Council Secretary General Baghdad Amreyev and the Minister of Culture and Tourism of the Republic of Turkey, Mehmet Nuri Ersoy and . Minister of Social Development of the Republic of Kazakhstan Darhan Kaletayev, Chairman of the State Committee on Diaspora Affairs of the Republic of Azerbaijan Fuad Muradov, Chairman of Migration Service Authority of the Kyrgyz Republic Bolotbek İbraimzhanov, President of Citizens Foundation of the Republic of Kazakhstan Nurtay Abıkayev, Secretary General of TURKSOY Dusen Kaseinov, President of Turks Abroad and Related Communities of the Republic of Turkey (YTB) Abdullah Eren and representatives from various institutions of Turkey attended the meeting.
At the meeting where the media organizations of the Member States showed great attention, the current situation of the diasporas of the Turkic Council Member States was discussed. Parties also exchanged views on the ways to enhance cooperation and coordination among the diaspora institutions of the Member States as well as the diasporas abroad.
Updated by the relevant institutions of the Member States upon the recent developments in the world and the region, the “Turkic Speaking Diaspora Joint Activity Strategy of the Turkic Council” was signed by the participating Ministers and Heads of Institutions in Charge of Diaspora Affairs and entered into force. On the other hand, within the scope of the cooperation among the Turkic Speaking diasporas, the Joint Action Plan that contains the concrete steps to be implemented in 2019 were approved by the Parties.
With the aim of strengthening the spirit of unity among the institutions responsible for diaspora issues and the Turkic Speaking diasporas, consolidating the ties of our citizens living abroad and creating awareness through our common values, Parties decided to organize the Turkic Council Second Diaspora Forum in 2019 in Turkey with a large participation of the diaspora representatives of the Member States from across the world.
In addition, the fourth Meeting of Ministers and Heads of Institutions in Charge of Diaspora Affairs of the Turkic Council was agreed to be held in Turkestan, Kazakhstan in 2019.
Parties agreed to prepare a joint online diaspora portal under the umbrella of the Turkic Council in order to improve the cooperation and coordination between the Turkic Speaking diasporas. Parties also decided to start work on the preparation of the Turkic Council Diaspora Atlas, which will provide comprehensive information on the diasporas of Turkic speaking countries.
On the occasion of the Third Meeting of Ministers and Heads of Institutions in Charge of Diaspora Affairs of the Turkic Council, the participating Ministers and Heads of Institutions were received by H.E. Fuat Oktay, the Vice-President of the Republic of Turkey.
Moreover, Memoranda of Understanding for bilateral Diaspora cooperation among the relevant institutions of Turkey, Azerbaijan and Kazakhstan was signed on the margins of the meeting.
