11. Energy Cooperation

Objectives

Developing energy cooperation among our countries is one of the main priorities of the OTS which is stipulated in its key documents, including the Nakhchivan Agreement on the establishment of the Organization of Turkic States, the Turkic World Vision – 2040 and the Astana Act.

All the Turkic States have huge potential for producing, exporting and transiting energy resources. Today, Turkic States stand as the 14th largest economy in the world and the 3rd largest energy provider worldwide when combined. Leveraging this collective strength can unlock immense potential and solidify their position as key players in the global economic landscape.

Mechanisms

Upon instructions of the Heads of State, the 1st Meeting of the Ministers of Energy of the OTS was organized on 23-24 February 2021 in online format. This working platform established within the Organization of Turkic States ensures regional cooperation by strengthening coordination of the policies and efficient management of energy resources of the Member States, as well as explore opportunities for enhancing collaboration on applying advanced technologies in energy efficiency and renewable energy within the region. 

In accordance with the outcomes of the 3rd Ministerial Meeting of Energy held in Budapest on 30 March 2023, the Energy Coordination Committee of the OTS was established at the level of Deputy Ministers.

Framework

The following main documents were adopted during the Ministerial Meetings:

  • Energy Cooperation Program of the OTS and the Action Plan for its implementation adopted at the 2nd Meeting of the Ministers in charge of Energy of the OTS on 28 September 2022 in Almaty, Kazakhstan;
  • Joint Communiqué on the results of the 4th Meeting of the Ministers in charge of Energy of the OTS adopted on 16 September 2024 in Bishkek, Kyrgyz Republic.
