Meeting of the Heads of Customs Administrations of the OTS held in Baku

The 10th meeting of the Heads of Customs Administrations of the Organization of Turkic States (OTS) was convened on 16 January 2025 in Baku. The meeting brought together Heads and representatives from the Customs Administrations of Member and Observer States, and Georgia, alongside high-level officials from UNECE and IRU.

Discussions focused on advancing the Middle Corridor's competitiveness by simplifying customs procedures, fostering digitalization, and enhancing border-crossing efficiency. Key topics included the expansion of the “e-TIR” system, adoption of best practices such as One-Stop Shop and Single Window mechanisms, and the integration of modern technologies like e-seals and tracking systems. Participants also addressed the development and harmonization of Authorized Economic Operator (AEO) programs across Member States to streamline trade and travel facilitation.

In his address, H.E. Ambassador Kubanychbek Omuraliev, OTS Secretary General, underlined the importance of implementing the commitments outlined in the Bishkek Declaration. He highlighted the Presidents’ vision to strengthen the Middle Corridor by streamlining transit procedures in collaboration with international organizations

The meeting concluded with the signing of an Action Plan for implementing the “e-TIR” procedure in the OTS area and the Technical Conditions for Information Exchange under the Simplified Customs Corridor Agreement. The Parties also agreed to launch a Pilot Project within the said Agreement to accelerate border crossings, enhance transit transportation, and create favorable conditions for foreign economic activities across the region.
