Within the framework of the COP29 the Secretary General of the Organization of Turkic States (OTS), H. E. Ambassador Kubanychbek Omuraliev delivered a speech at the OTS ministerial meeting on Partnership for Climate, Innovation, Green Economy, and Trade.

This initiative, co-organized by the COP29 Presidency, the Ministry of Economy of the Republic of Azerbaijan, and OTS, aims to support the green economic transition of OTS Member States. The partnership builds on the Garabagh Declaration from the Informal OTS Summit of July 2024, as well as "Turkic Green Vision: Unity for a Sustainable Future" adopted in Bishkek Summit the Council of Heads of State of the OTS.

At the end of the meeting the Baku Ministerial Declaration on establishment of Organization of Turkic States Partnership for Climate, Innovation, Green Economy and Trade was signed by H.E. Mikayil Jabbarov, the Minister of Economy of the Republic of Azerbaijan, H.E. Nurlan Baibazarov, Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan, H.E. Laziz Kudratov, H.E. Sanzharbek Bolotov, Deputy Minister of Economy and Commerce of the Kyrgyz Republic and H.E. Mustafa Tuzcu, Deputy Minister of Trade of the Republic of Türkiye.
